Electric Bike Rebates and Tax Credits

Grants for the acquisition of electric vehicles, including bicycles with assisted pedaling, scooters, mopeds, and motorcycles under the line of incentives for zero-emission mobility in the Community of Madrid. The environmental voucher is also available for using zero-emission shared mobility services. The program started on May 20, 2021, and runs until December 31, 2023.

Subsidy for the purchase/electrification of urban bicycles and/or electric Personal Mobility Vehicles (PMV). The subsidy is offered by the Department of Territorial Policy, Public Works and Mobility in Valencia. The deadline for application was from 06/22/2020 to 11/10/2020.

The Commission on Road Safety and Sustainable Mobility of Congress of Deputies in Spain have approved a Social Group’s non-binding proposition to reduce VAT on bicycles including electric bikes from 21% to 10%. The proposal aims to reduce taxation associated with bicycles. The socialists also recommend including electric bikes in the Ministry of Economy, Industry and Competitiveness's Movea Plan, from which they were previously excluded. Further, the proposition suggests companies should consider flexible remuneration involving bikes as tax-exempt income. These proposals were supported by most of the Congressional groups.

The Barcelona Metropolitan Area (AMB) is offering a subsidy line for companies in the area, in the form of temporary bike rental under its program Biciempresa. The aim of the subsidy is to facilitate the transition of daily trips from private vehicle to the bicycle or to the bicycle and public transport, with a total allocation of 50,000 euros for the 2022 call. The eligible electric bikes will be urban electric bikes, with pedal assistance and standard equipment, and public or private legal persons that have a workplace in one or more of the 36 municipalities of the AMB may be beneficiaries of this subsidy, with a maximum of 5 bikes per company. The deadline for submitting applications for the temporary rental of up to 5 bikes per company for a period of 6 months ends on November 11, 2021.

The city of Bilbao is offering a subsidy program for the purchase of electric bicycles that meet certain technical requirements. The program is open to individuals over 18 years old who are registered in Bilbao and purchase a qualifying electric bike from a local retailer between January 1, 2021 and October 30, 2021. The subsidy amount is €200 per bike, with a maximum of one bike per person and per household. Recipients must register their bike with the BiciRegistro system, maintain ownership and use of the bike for at least two years, and use it for trips within the municipality of Bilbao. The program is funded with €20,000 from the city's budget and is subject to the General Law of Subsidies.

The Elche City Council is offering mobility vouchers for the purchase of bicycles and scooters. The vouchers can be downloaded from the website elxbajaloshumos.es, and the users will have 14 days to use it from the download. The vouchers are: worth 150 or 300 euros for bicycles that do not exceed 500 euros in price; worth 400 euros for electrification kits that do not exceed 800 euros; worth 200 or 350 euros for scooters that do not exceed 550 euros; and worth 600 euros for electric bicycles that do not exceed 1,800 euros. These vouchers can be redeemed at participating establishments and will be redeemed in a single purchase.

Starting August 10th, Elche residents can download mobility vouchers from the elxbajaloshumos.es website to purchase bicycles and scooters. These vouchers can be used within 14 calendar days of download or until September 30th. The vouchers offer discounts for bicycles, electrification kits, and scooters that do not exceed certain price limits, with vouchers ranging from 150 to 600 euros. The vouchers can be redeemed at participating establishments, and only one voucher may be used per purchase. The initiative is aimed at promoting sustainable mobility and reducing private transportation emissions.
