Rebate Summary
The Massachusetts Clean Energy Center's (MassCEC) Accelerating Clean Transportation for All (ACT4All) Program awarded grant funding to MassBike to conduct a 2-year program to distribute electric bicycles and track their usage amongst select populations in the City of Worcester. In addition to improved e-bike parking and maintenance stations, Senate bill 2989 included a proposed e-bike incentive program, but this portion was later withdrawn from the bill.

The bill passed into law by Governor Baker allocates $1 million to establish a state rebate program that would offer $500 rebates for e-bike buyers and $750 rebates for low-income e-bike buyers. The rebates are described as being up to 40 percent of the retail price for the purchase of new and used electric bicycles. The rebates are available at the point of sale through Massachusetts owned and operated bicycle retailers.
The city of Boston is committing to providing a $1.5 million rebate for older adults and people with disabilities to purchase e-bikes. Additionally, the city is offering free learn-to-bike workshops for 600 women and gender diverse adults.

Point-of-sale discount
The Cape Light Compact, with funding from the Massachusetts Clean Energy Center, is offering an Income-Eligible E-Bike Incentive program. The Compact will issue vouchers to income-eligible participants that can be used at participating bike shops to cover 75% of the cost of a Class 1 e-bike, or up to $1,200. Additionally, the voucher will also cover up to $125 toward the cost of bike accessories (e.g., helmet, bike lock, bike lights, or pump). Customers will also receive a $100 gift card from the Compact if they schedule and complete a Home Energy Audit through the Cape Light Compact (gift cards will be issued upon completion of the Audit). Grant funds are limited. Vouchers will be issued on a first come, first served basis. The Compact will also cover the cost of bike maintenance for the year following purchase.
