California E-Bike Incentive Project
The incentives program will launch in the first quarter of 2023 and will be open to people living anywhere in California.
Qualifying applicants may be able to get a voucher of up to $1,000 for a regular e-bike and up to $1,750 for a cargo or adaptive e-bike. People whose income is under 225% FPL or who live in disadvantaged (DAC) census tracts qualify for additional incentives of up to $250.
To qualify for the incentive program, participants’ household income is capped at 300% of the federal poverty level (FPL).
The program will support the purchase of Class 1 (up to 20 mph, pedal assist only) and Class 2 (up to 20 mph, pedal assist and throttle) e-bikes and Class 3 (up to 28 mph, pedal assist only).
Participants must purchase a bike from a California bike shop or online from a company with a business location in California.

The legislation calls for the city to create a committee — one that includes transportation officials and advocates for bicyclists and equity — to study other cities' e-bike incentive programs. If Atlanta's program moves forward, the city would use $1 million in federal funding to shore up the rebate program.

TEP Ebike Rebate Program
- TEP offers rebates for eligible residential customers who purchase a qualifying e-bike.
- Customers meeting low-income eligibility thresholds are eligible for a $600 rebate*, those who don’t meet income requirements are eligible for a $100 rebate.
- In partnership with Pima County and the City of Tucson, low-income qualifying customers can also receive a free helmet and lock.

SENATE BILL 343
Senate Bill 343 would give e-bikes retailers cash rebates of up to $1,200 if the person they sold it to provides proof they are a low-income resident. The bill asks for around $5 million from the general fund to give these rebates to the retailers. The dollar amount can vary under this bill, between $1,200 or the cost of the bike – whichever is lower.

Empower Benton County E-Bike program
- The City of Corvallis received a grant from Pacific Power to incentivize the purchase of electric bicycles (E-bikes) for eligible participants.
- The instant rebate is $200 less than the purchase price; maximum of $1,200.
- The instant rebate may be used to purchase an electric bicycle, as defined under Oregon State law, as well as a bicycle helmet, safety vest, bike light(s), and bike lock(s).
- The City has grant funding for a total of approximately 50 rebates.
- The instant rebate will be applied at the time of sale.
- The instant rebate will need to be used to purchase and take delivery of an E-bike by December 31, 2021.
- One option available to program participants is to apply for a personal loan through Community Lending Works.
- E-bike retailers may also have financing options.
- Completed applications need to be received by July 12, 2021 at 11:00 PM.

Bloomington, IN Ebike Voucher Program
The City of Bloomington is offering up to $1,000 to residents to purchase e-bikes. There are 30 vouchers worth $500 each, available to all residents who meet the requirements, and 15 vouchers worth $1,000 each, available only to low-income residents. The vouchers can be used at Revolution Bike and Bean or The Bicycle Garage. The program is designed to support the city's Climate Action Plan, which seeks to reduce reliance on single-occupancy motor vehicles and reduce the number of miles traveled by vehicles.

The city is offering incentives to expand access to e-bikes, which will provide those living in the City of Boulder with a discount voucher to cover part of the cost of an e-bike bought from a participating bike shop. Vouchers will be available for commuter e-bikes and e-cargo bikes. Income-eligible applicants will receive larger discounts to help cover the upfront cost of e-bikes and important equipment. The incentives are funded by the city's Climate Tax and supported by a partnership with Community Cycles.

Participants of the Ride2Own program will receive their own eBike at no cost — along with the essentials including safety gear, repair, and scheduled maintenance. Ride2Own will go beyond most current eBike subsidy programs –delivering not only free eBikes, but also training , safety gear, maintenance/repairs, and community- building events. The program design and execution is advised by compensated community members and transportation experts across disciplines to support the integrity and accessibility of each pilot.
CCCE Electrify Your Ride - Residential Program
The Electrify Your Ride Program offers rebates and support for electric vehicles, Level 2 EV chargers, and EV readiness (electrical work related to charger installation). Rebates are available to 3CE customers and may vary depending on income levels. In addition, some local governments may offer subsidies or other financial incentives to purchase ebikes.

The monthly bike subsidy ranges from city to city to correspond with local parking costs, which can be up to $400.

A proposal that would qualify electric bicycles for Efficiency Maine rebates is drawing enthusiastic support from environmentalists and retailers. The bill would allow e-bike buyers to qualify for an Efficiency Maine rebate program that currently offers cash incentives ranging between $500 and $7,500. The program would have to be funded by the state and the bill does not yet specify a funding source.

ZOOm Go Electric
The ZOOm Go Electric program offers discounts of up to 45 percent on E-bikes from five participating EV dealers and nine participating bike shops. The program discounts are pre-negotiated based on a group-purchase model and come directly from the participating vendors. Grant funding from the Utah Clean Air Partnership (UCAIR) made this program possible.

Pasadena Water and Power Ebike Rebate
The new pilot rebates will apply to new Class 1, Class 2 and Class 3 e-bikes with a limit of two per PWP residential electric service account. Rebate amounts range from $500 to $1000 for e-bikes purchased at retailers within the city of Pasadena, with an additional $250 bonus for customers enrolled in PWP’s income-qualified bill assistance program. Further details about the program, including how to apply, will be announced online at PWPweb.com in late June.
