Empower Benton County E-Bike program
- The City of Corvallis received a grant from Pacific Power to incentivize the purchase of electric bicycles (E-bikes) for eligible participants.
- The instant rebate is $200 less than the purchase price; maximum of $1,200.
- The instant rebate may be used to purchase an electric bicycle, as defined under Oregon State law, as well as a bicycle helmet, safety vest, bike light(s), and bike lock(s).
- The City has grant funding for a total of approximately 50 rebates.
- The instant rebate will be applied at the time of sale.
- The instant rebate will need to be used to purchase and take delivery of an E-bike by December 31, 2021.
- One option available to program participants is to apply for a personal loan through Community Lending Works.
- E-bike retailers may also have financing options.
- Completed applications need to be received by July 12, 2021 at 11:00 PM.

Ride2Own Greater Portland
Participants of the Ride2Own program will receive their own eBike at no cost — along with the essentials including safety gear, repair, and scheduled maintenance. Ride2Own will go beyond most current eBike subsidy programs –delivering not only free eBikes, but also training , safety gear, maintenance/repairs, and community- building events. The program design and execution is advised by compensated community members and transportation experts across disciplines to support the integrity and accessibility of each pilot.

- Department of Environmental Quality established a program for providing rebates to qualifying individuals who purchase electric assisted bicycles or cargo electric bicycles and qualifying equipment.
- Rebate provided to qualifying individuals is the lesser of the total purchase price of the electric assisted bicycle and any qualifying equipment minus $200 or $1,200 for electric assisted bicycles and the lesser of the total purchase price of the cargo electric bicycle and any qualifying equipment minus $200 or $1,700 for cargo electric bicycles.
- Qualifying retailer must register with the Department of Environmental Quality and verify the eligibility of the qualifying individual.
- Department of Environmental Quality shall reimburse a qualifying retailer that provides a rebate to a qualifying individual no later than 30 days after the rebate is provided.
- Rebate recipient must provide demographic information and maintain ownership of the electric assisted bicycle or electric cargo bicycle for at least one year after receiving the rebate.
- In addition to and not in lieu of any other appropriation, there is appropriated to the Department of Environmental Quality, for the biennium beginning July 1, 2023, out of the General Fund, the amount of $6,000,000, which may be expended for carrying out the provisions of section 1 of this 2023 Act.

Eugene Water and Electric Board Ebike Rebate
EWEB offers a $300 e-bike incentive to increase access to more affordable, zero emission electric bikes and support the community’s commitment to transportation electrification and active transportation options. The applicant must be the purchaser of the bicycle and be an EWEB residential electric customer with an active account or an authorized individual under the account. Rebate is $300 and not to exceed the cost of e-bicycle. Only two rebates per EWEB residential electric account. New electric bicycles must have been purchased on or after January 1, 2022. Professionally-installed conversions must have been purchased on or after October 1, 2022. Applicants must complete an application and submit it along with a paid invoice or bill of sale showing the bicycle brand and model, purchase price, date of purchase, vendor or shop name, and if available, the address matching the active EWEB residential electric account on the program application.

Point-of-sale discount with application
The City of Bend is offering a rebate of $2,000 each to 75 qualified transportation-disadvantaged, low-income households in Bend to be used toward the purchase of an e-bike. The rebate will be paid directly to the retailers, removing as many financial barriers as possible for participants. Participants will be able to visit a participating retailer and automatically deduct the $2,000 from the purchase at the point of sale. The rebates will be awarded via a lottery process, and the first lottery will take place in the Spring. Funding for this grant is made possible by the Oregon Clean Fuels Program, administered by the state Department of Environmental Quality.

Portland Clean Energy Fund E-Bike Rebate
The Portland Clean Energy Fund draft plan includes $20 million for an electric bike rebate program for income-qualified households to get rebates for e-bikes and cargo e-bikes from local bike retailers. The program will also provide community education and incentives for equitable access to e-bikes, as well as safety equipment, lighting, weatherproof gear, charging infrastructure, secure storage areas, and locks. The plan also includes $25 million for an expansion of the Portland Bureau of Transportation’s Transportation Wallet program, which offers transit passes and Biketown/scooter-share ride credits to income-qualified Portlanders. Finally, $35 million in grants will be given to nonprofit organizations to help them identify community mobility needs and solutions and prepare them to implement environmentally sustainable transportation projects.

- Ashland Electric customers are eligible for a cash incentive of up to $1,000 for the registration of an eligible EV.

- There is no fee to use the public chargers.
