Electric Bike Rebate and Tax Credits

The City of Bloomington is offering up to $1,000 to residents to purchase e-bikes. There are 30 vouchers worth $500 each, available to all residents who meet the requirements, and 15 vouchers worth $1,000 each, available only to low-income residents. The vouchers can be used at Revolution Bike and Bean or The Bicycle Garage. Amazon is offering a subsidy to cover the costs of bike maintenance, rentals, and more for employees who bike to work. This includes bike leases, bike share, maintenance, and bike parking. The monthly bike subsidy ranges from city to city to correspond with local parking costs, which can be up to $400.

The new pilot rebates will apply to new Class 1, Class 2 and Class 3 e-bikes with a limit of two per PWP residential electric service account. Rebate amounts range from $500 to $1000 for e-bikes purchased at retailers within the city of Pasadena, with an additional $250 bonus for customers enrolled in PWP’s income-qualified bill assistance program. The state of Vermont has launched an incentive program that will help residents scrap and replace old gas cars with new or used eligible electric vehicles (EVs) or plug-in electric vehicles (PHEVs). Incentives of $3,000 are available on a first-come, first-served basis to income-eligible Vermont residents who hand in a gas car that’s at least 10 years old – that’s model year 2012 or older – and switch to a new or used plug-in electric vehicle. The incentive can be stacked with one of the existing (new or used) incentives. Information on the other programs is available at the Drive Electric Vermont’s website. For the second phase of the program, eligible applicants can receive a card preloaded with a $3,000 voucher to use on eligible clean transportation expenses at participating electric bike shops or for shared mobility options.

The bill passed into law by Governor Baker allocates $1 million to establish a state rebate program that would offer $500 rebates for e-bike buyers and $750 rebates for low-income e-bike buyers. The rebates are described as being up to 40 percent of the retail price for the purchase of new and used electric bicycles. The rebates are available at the point of sale through Massachusetts owned and operated bicycle retailers.

Up to $500 or 20% of the retail price is available for eligible purchases of newly purchased electric bicycles and electric mopeds. Applications open at 12 a.m. Tuesday, Feb. 28, 2023. Eligibility criteria includes being 18 years of age or older, and participation in a low-income assistance program such as the Supplemental Nutrition Assistance Program or Section 8, or not owning a motor vehicle with four or more wheels, or being enrolled in a school, college, or university.

Connecticut's E-Bike Incentive Program provides rebates and/or vouchers of at least $500 for eligible E-bikes with an MSRP of $3,000 or less. The program prioritizes providing vouchers to residents of environmental justice (EJ) communities, residents having household incomes at or below three hundred percent of the federal poverty level, and residents who participate in certain state and federal assistance programs (LMI).

The incentives program will launch in the first quarter of 2023 and will be open to people living anywhere in California. Qualifying applicants may be able to get a voucher of up to $1,000 for a regular e-bike and up to $1,750 for a cargo or adaptive e-bike. People whose income is under 225% FPL or who live in disadvantaged (DAC) census tracts qualify for additional incentives of up to $250. To qualify for the incentive program, participants’ household income is capped at 300% of the federal poverty level (FPL). The program will support the purchase of Class 1 (up to 20 mph, pedal assist only) and Class 2 (up to 20 mph, pedal assist and throttle) e-bikes and Class 3 (up to 28 mph, pedal assist only). Participants must purchase a bike from a California bike shop or online from a company with a business location in California.

The Government of Prince Edward Island is offering eligible Islanders and organizations a $500 rebate for those who purchase an e-Bike (Power Assisted Bicycle). Island residents are eligible for one e-Bike rebate per calendar year, while non-profits, businesses, public agencies, or any entity operating or registered in PEI (including Island municipalities, First Nations, Indigenous Organizations, and organizations that support Indigenous Peoples, but excluding provincial, crown, and federal government agencies) are eligible for up to five e-Bike rebates per calendar year. Eligible e-Bikes must retail for $1,200 (inclusive of sales and discounts, but exclusive of taxes and delivery fees) or more, have a maximum speed of 32 km/h, an electric motor of 500 watts or less, two or three wheels that touch the ground, a maximum weight of 120kg, and meet all other regulations as set out by the Highway Safety Act. Some retailers in Prince Edward Island will be offering a Point-of-Sale Incentive for e-Bikes, which automatically subtracts the $500 rebate from the total cost of the bike. Island residents and organizations can also purchase their e-Bike online or from a different retailer, and apply for the rebate after the purchase.

Many countries and local governments offer rebates and subsidies for electric bikes.
